Jose was born in Panama City, Panama. He studied Civil Engineering at the Technological University of Panama and his role is Project Engineer for sustainability certification projects.

As a specialist in LEED Certification, he has participated in more than twenty projects in Panama and the United States. His development areas include Location and Transportation, Sustainable Sites, Water Efficiency, Materials and Resources and Indoor Environmental Quality. Also, he has a strong interest in the development and implementation of the ParkSmart certification.

In the academic area, Jose is Fulbright Scholar, hence he is studying post-graduate studies at The University of Texas at Austin. He also has participated in several international competitions organized by the Massachusetts Institute of Technology, Purdue University and the Imperial College of London. His undergraduate thesis was "Guia Metodológica para la Certificación LEED for Neighborhood Development en Panamá" that consists of an analysis of the urban development reality in Panama and the possibilities of implementing the LEED for Neighborhood Development certification.
